This EXACT same accident happened in exactly the same place in exactly the same manner 40 odd years ago. 1988, I believe. Lots of dead kids. Lots of prayers said. Recommendations were given to move the cabins away from the river and to install an early warning system further upstream. Unfortunately it seems that money was more important than lives and these were not implemented. If we fail to learn from history it is doomed to repeat itself...

Two things, 1) If it takes high casualties numbers to force local authorities to put in proper warning/management facilities, THAT is an indictment of Local Authorities. 2) If flooding, especially the risk of Flash Flooding is seasonal, then WHY HOLD SUMMER CAMPS DURING THE SEASON?? Surely the thing is to hold them either early in the Summer, or later towards the end of Summer when the flood season is over?

1) The cost of the flood warning systems is much more than the small local governments can afford. Blame there falls squarely on the state and federal governments. 2) Summer camps are about the only time of year students are out of school. In Texas, we have a week at Thanksgiving and two weeks at Christmas which are family times. There is also a week off in March, but there just isn’t a time of year for week long camps to be held.
The area larger area in which’s these floods occur is called flash flood alley. It is also a beautiful wooded place that is very popular for vacationers to visit. Why have camps here? Why do people live along the Gulf of Mexico? I guess people are willing to risk the weather in exchange for the beautiful location.

My brother lives in Kerrville so I know the area well. Everyone in that area knows that river is prone to flash floods, and many of the camp retreats are located right on the river. The City has discussed a warning system but didn’t do it. Texas is a Republican state and they don’t focus on infrastructure, but they find a way to to fund building plenty of roads. Sad situation.

I read the County where Kerrville is located voted the early warning system down because it’s $750k price tag was too high yet somehow found 8 million dollars to renovate the High Schools Football Stadium and Athletic Facilities. Even if the various Weather Departments had been fully staffed up, I seriously doubt a warning could have got out quick enough. Plus the fact so many resources were devoted to the Border, means that what response was available was going to be inadequate to the task.

I’m from Texas and have known about this type of flooding with these rivers forever. It’s nothing new. It was unfortunate that the information wasn’t getting to the campers and others. It happened so early in the morning and the city didn’t have an elect system which is something that will be addressed.

The long droughts render the ground almost impossible to absorb heavy rains. It simply pools and builds up. Texas is a very MAGA state and Abbott and Patrick are horrible managers of the state. Those camps are often used to brain-wash those poor children into the whole MAGA Christian cult. I have family struggling with this flood and they recall the flood in 1987. Many more people and highways. It’s a camp that has been around since 1920. Many of us were severely hurt by these camps.

Another factor that wasn’t mentioned. DOGE cuts impacted materials as well as staff. Local independent forecasters in Texas have said that the reduction in the number of weather balloons and the data they provide has made accurate predictions more difficult. As a Texan, I’ve noticed that in the past few months, the forecasts have been significantly off quite a few times. Florida meteorologists have already questioned if there will also be enough hurricane hunter airplanes to get accurate predictions.

It sounds to me like the people are going to have to work out their own warning/alarm/evacuation systems. Officials don't seem to want to spend the money. Like, in the camps having somebody awake during the night when it is known there is going to be heavy rainfall.
